A backward compatible implementation is proposed, where the preferred value set is SNOMED and the maximum value set is the union of LOINC and SNOMED. After a period of transition, the max value set containing LOINC can be phased out and the SNOMED-based value set binding can be required. This provides a smooth transition path for existing users, while signalling the use of SNOMED to new adopters.
