`DeviceDefinition.link.relatedDevice` and `DeviceDefinition.chargeItem.chargeItemCode` are missing valueset bindings.

relatedDevice can probably use the same ValueSet that Device.gateway uses (and similarly use an example binding).

We need to find or create a reasonable ValueSet binding (hopefully we can use the binding of similar elements within the FHIR spec). Binding strength should be example.
