The IJE spreadsheet simply says “Last name is required”, it doesn’t include a placeholder value.
The VRDR IG doesn't require the value.

Change the documentation to reflect that if the value of the family name is missing or unknown, the family name field should be omitted, or set to UNKNOWN.
