    Description

This profile uses the Practitioner.qualifications field for a [value set](https://phinvads.cdc.gov/vads/ViewValueSet.action?oid=2.16.840.1.114222.4.11.7111) that includes roles, not qualifications.

      1122470031Medical DoctorMD (Medical Doctor)
      762310012 OsteopathDO (Doctor of Osteopathy)
4455210001241023 Advanced Practice MidwifeCNM/CM (Certified Nurse Midwife/Certified Midwife)
      4455310001241044 Lay Midwife
      OTH  Other
      UNK Unknown

The definition of Practitioner.qualifications is:  "Certification, licenses, or training pertaining to the provision of care".  Is Lay Midwife a certification?

WOuld it be more appropriate to store the title of the person attending the delivery in performer.function somehere (as per VRDR)?   This would also allow the VitalRecordsPractitioner to be used for VRDR.Certifier.
