The MDI FHIR IG project is requesting a variance to for a profile based on the DocumentReference resource, rather than the US Core DocumentReference Profile (STU 5.0.1).

The US Core DocumentReference Profile requires the type be a document code from US Core DocumentReference Type (required) and the category be a {}[clinical note|http://example.com]
However, the DocumentReference - MDI Investigation Report (https://build.fhir.org/ig/HL7/fhir-mdi-ig/StructureDefinition-DocumentReference-mdi-investigation.html) needs to support exchanging death investigation documents, such as Anthropology Reports, Entomology Reports, Traffic Fatality Reports, and other non-clinical documents that do not have type codes in LOINC.

The MDI FHIR IG is about to start an STU 1.1 update comment period and this variance request will be required for publication.
