Description
Bi-directional flows using Composition - MDI to EDRS need to have the author and attester empty/blank in some initial drafts (for example, an MDI case management system searches the EDRS and receives a case file with partial info that includes no author or attester).
Currently, the Composition.attester includes an extension for data-absent-reason (http://hl7.org/fhir/StructureDefinition/data-absent-reason0, whereas the author does not.
Both author and attester can be empty by using the data-absent-reason extension without including the extension in the profile structure.
FHIR experts strongly recommend removing the data-absent-reason extension from the profile structure and simply including an example file that shows implementers how to do use it in an instance and adding a brief explanation to the data element. (For example, see http://hl7.org/fhir/us/odh/StructureDefinition-odh-PastOrPresentJob-definitions.html#diff_Observation.valueCodeableConcept.)
