The $submit-operation Parameters resource instances validate against the Base Parameters resource instead of a structure defined by the OperationDefinition.  Therefore,  a Profile that covers all the parameters is needed for additional validation information for the input parameters. The profile is a constraint on the parameters resource as a whole and will be assigned to the OperationDefinition.inputProfile.
