There is a usecase in psycological care for banning patients from receiving healthcare after they've shown inappropriate behaviour. The Flag resource is a great way to record a banned patient, however it does not have an element for capturing the reason for the ban.

The workflow-reason extension seems like a good fit for capturing the "why" but its context of use does not allow it to be used with the Flag resource.

It would be great if this usecase was allowed.
