MeasureReport population counts do not support certain composite scoring methods

      1. New Jira tracker to add element on base MeasureReport like compositeCount that can be used specifically for measures being incorporated into a composite measure to support using quantity.  Do this for FHIR preview ballot in R6.
      2. New Jira against DEQM for cross version extension to allow for quantity on population counts. (note: relax cardinality and add an extension to allow for decimal plus an invariant that states you need either a count or quantity)
      3. Add tracker against QM IG for a cross version extension to allow for quantity on population counts (Location: TestCase profile (https://build.fhir.org/ig/HL7/cqf-measures/StructureDefinition-test-case-cqfm.html) population count element

    Description

      Discussed with bryn.rhodes at HL7 Connectathon 33.

       

      For complex composite scoring types (patient-level and component-level linear combinations), the counts of the resulting numerator of the fraction can not always be represented in a MeasureReport's numerator population since it could be a decimal.

       

      Suggest thinking of defining an extension on MeasureReport population to indicate decimal values of a numerator when dealing with composite measure calculation reports.
