    Description

      The current description of the Approve operation mentions that the endorser should be added or updated. Endorsing is a publisher concern and it's not the case that an approval is provided by the publisher. Endorsing an artifact should be something completely separate from providing an Approval. Propose updating the description to remove the mention of adding/updating an endorser.
