      We will add a 'best practice' invariant on the Advanced Behavior profile indicating that if the item type is Quantity, there should be either a unitOption or unitValueSet extension.  Without constraints, there are no limits on what the unit code might be, which makes providing a UI for a coded value difficult.

    Description

      Lloyd McKenzie suggests that Questionnaire authoring tools should output a warning if an item of type 'quantity' does not provide a list of units through unitOption or unitValueSet.  A constraint could be added for that purpose.
