Issue:

The guidance for mapping Procedure information from C-CDA to FHIR should clarify that information in all three Procedure Activity templates need to map to the FHIR US Core Procedure profile.

Broaden the mapping guidance to explain how all three C-CDA Procedure Activity templates get mapped into the FHIR US CORE Procedure Profile.
