Issue - currently the specification claims it doesn't provide guidance on when to populate provenance fields in the Resource versus when to populate the Provenance Resource. Also says it doesn't provide clear guidance on how to handle ContextConduction.

Proposed Resolution:

Continue to advance guidance and best practices in this area by having a "STANDING TOPIC" about C-CDA to FHIR Mapping at EVERY C-CDA IAT.  This is as important as the update from ONC. It is an absolution necessity for CMG to push the Product Roadmap forward.  Work should be done at EVERY C-CDA IAT to gather more input from implementers and continually update the C-CDA community on mapping progress --and gather input on new questions or old questions we know don't have good enough answers yet.
