      We won't address material not specified in CCDA 2.1 & FHIR US Core 4. We can't map all of CDA.
      We need to address material in the spec, even if no map identified. We may need a "simple" view in the ballot in addition to the full view.

      Should explicitly state that some address fields that are legal in CDA such as houseNumber, direction, postBox, etc. have no mapping to core FHIR, and would likely require extensions if needed.
