      On https://build.fhir.org/ig/HL7/cqf-measures/artifacts.html for the CQFM Module Definition library add the following text to the end of the description:  This provides a filtered view of elements, definitions, codes and value sets required for the measure. 

      Update example to meet the conformance requirements and add an example for the use of a direct reference code.

    Description

      The Module Definition Library example contains value set information in related artifacts that do not tie to data requirement entries. This violates conformance requirement 3.4: 

      1. All valuesets and codes referenced in the CQL SHALL be included in the Library using dataRequirement elements.
      2. If a valueset or code is referenced outside the context of a retrieve, the dataRequirement SHALL have the type ‘CodeableConcept’

      Noting this conformance constraint, it would also be good to include an example of how direct reference codes should be handled, since there is an actual extension for directReferenceCode that should be used per the CQFM Module Definition Library profile. 

      Finally, very little information is in QMIG related to Module Definition libraries, so it would be good to provide some explanation of what a Module Definition library is and how it should be used.
