HRex Coverage.payor is limited to just the Organization. As currently present, a self-pay person cannot be represented. There was a discussion to potentially use only Accounts and guarantors as part of Account for this purpose. The existing use cases for burden reduction does not require the self- pay option. Member Attribution may or may not require self-pay option to be represented in Coverage.payor data element. 

However it may be good for DaVinci HRex team to discuss with FM and finalize the constraints as it is an IG used across other DaVinci IGs.
