    Description

      The value set validate-code operation has a parameter displayLanguage which is used to determine the set of appropriate displays for the concept based on language. 

      Working on the validation test cases and the terminology test cases, nailing them down for support language per the validator documentation (https://confluence.hl7.org/display/FHIR/Using+the+FHIR+Validator#UsingtheFHIRValidator-LanguageSupport) for the project to produce multiple-language IGs, I've discovered that the displayLanguage needs to repeat - to allow a set of possible languages, not just a single language. 

      The fundamental problem is that affiliate examples I've been given mix and match display languages - local + English. Some times they have no choice, because English is the only language available for a display, but other times, the choice depends on the type of field. The upshot is, there are use cases for allowing more than one language when checking displays. 

      So I propose that the displayLanguage parameter be made repeating
