I really don't know what to do with the extension http://hl7.org/fhir/StructureDefinition/valueset-special-status given the definition "A special note for implementers about the status of the resource."

Can we have a better definition? is it the same as http://hl7.org/fhir/StructureDefinition/structuredefinition-template-status? Should there be a MetadataResource level extension for this?

Also http://hl7.org/fhir/StructureDefinition/codesystem-workflowStatus is yet another take on the same idea, and these things should be aligned
