Current statement: In the US Realm, eCQMs SHALL use FHIR Quality Improvement Core (QICore) profiles as the data model to maintain consistency.

Recommended statement: In the US Realm, eCQMs should use FHIR Quality Improvement Core (QICore) profiles as the data model to maintain consistency. Other FHIR based data models are also acceptable for use.
