    Description

      FHIR-37647 will update Patient.contact.name to be 0...  When reviewing that ticket, we noted that we also wanted to consider whether Patient.contact.address should be 0...

       

      One example of where that would be useful if when verifying that an adult authorized to pick up a child, where you can use previous or alternate addresses on file for identify verification.
