      Based on the discussions we've had on our calls, the "retrieve Questionnaire package" operation needs to be able to pass in the "CRD context id" alongside the orders as part of the call if a canonical URL isn't available. 

      Operation will require at least one canonical url or context id, but will accept both, and has an expectation that if both are available that both will be sent.
