      Instead of defining Consent Type VS in the ADI IG, use VSAC value set Healthcare Agent Powers or Limitations Indicator https://vsac.nlm.nih.gov/valueset/2.16.840.1.113762.1.4.1115.13/expansion/Latest 

      This VSAC value set doesn't include the values 

      81335-2 Patient Healthcare agent
      81343-6 Healthcare agent advisor [Reported]

      but these are redundant (double check why)
