We think the guidance in #14 is wrong.  The .version should actually stay the same as part of the assembly process.  However, this might mean that there could be multiple Questionnaire instances on a server with the same url and version - one assembled and one not.  These might only be distinguishable by an extension that indicates shared vs. executable (and maybe assembly date?).  Will need to see what happens with the canonical resource management IG before we update this one though.
