    Description

      There are several places on sliced discriminators where a CodeableConcept element has a fixed pattern, but has an unbounded maximum cardinality. The fixed pattern at the CodeableConcept level requires that all repetitions have at least one coding sub element with that code. This means each CodeableConcept repetition would have the same concept, which does not make any sense.

      InĀ  order to tighten up the spec, the CodeableConcepts with fixed patterns on a coding.system/coding.code need to have a upper cardinality of 1.
