When profiles are presented in the FHIR specification, it defaults to the Differential table which does not show the modifier elements. 

Support of the modifier elements is key as they can change the behavior of the resource. To prevent the mistake of excluding them, the default representation of profiles in ImplementationGuides and the core spec should default to the 'Key Elements' table.
