The QICoreDiagnosisPresentOnAdmission extension has the value element binds to  https://build.fhir.org/ig/HL7/fhir-qi-core/ValueSet-qicore-present-on-admission.html

Since the Present on Admission Indicators value set is now in THO,

https://terminology.hl7.org/ValueSet-POAIndicators.html, QICore should bind to the THO value set instead.
