      This resource is a record of a communication that has occurred, is occurring, or will occur. It does not have to represent the actual flow of communication but in some use cases could represent the actual flow of communication (for example secure messaging between provider and patient).

    Description

      Current spec includes the text: "This resource is a record of a communication that has occurred. It does not represent the actual flow of communication."

      However, official correspondence could co-occur with the sending of the resource allowing the resource to be used in providing the correspondence as well as tracking that it has been done.  This is important for the Patient Request for Corrections IG, and we were told that this was a valid use of the Communication resource.  Would like base spec to agree.  In general, this will provide more flexibility to this resource.
