Modify the ATR Group profile (representing the Member Attribution List) to make the identifier.type as optional and fix the system.

For NPI - use the system from US Core practitioner profile.

For TAX - Change to EIN and use OID from QI Core profile.

Optional identifier.type element can be removed from the profile.

Add more detail for NPI and EIN identifier slices rather than just saying Unique Id.

Suggest to update NPI and TIN representation in Group to align with how NPI is represented in USCorePractitioner (http://build.fhir.org/ig/HL7/US-Core/StructureDefinition-us-core-practitioner.html) and how TIN (EIN) is represented in QICorePractitioner (http://build.fhir.org/ig/HL7/fhir-qi-core/StructureDefinition-qicore-practitioner.html)

NPI identifier.system should be a fixed value of http://hl7.org/fhir/sid/us-npi to indicate this identifier is a NPI, instead of using coding.system and coding.code. This is also how is represented in Hrex (https://build.fhir.org/ig/HL7/davinci-ehrx/StructureDefinition-hrex-practitioner.html)
