Guidance from US Core Simple Observation Profile (http://hl7.org/fhir/us/core/2023Jan/StructureDefinition-us-core-simple-observation.html) in section 13.144.1.1 Mandatory and Must Support Data Elements (http://hl7.org/fhir/us/core/2023Jan/StructureDefinition-us-core-simple-observation.html#mandatory-and-must-support-data-elements) states "Observations that are formally part of an assessment tool or survey should use the [US Core Observation Screening and Assessment Profile]. However, a simple assertion may be derived from screening and assessment tools and can reference them using Observation.derivedFrom." By this definition, a survey should not use this profile and including the concept of "survey" should be removed from the value set.
