      Add a section on how a consumer can use Subscriptions to be notified of changes to Attribution List. 

      Requirements with a conformance of SHOULD strength will be added to the Producer to support Subscriptions in the Capability Statement and the corresponding Specification.

    Description

      This is a follow-up from a comment deemed "considered for future use". Now that we have the Subscription backport it would make sense to integrate it so that, if there are changes, the producer has the responsibility to automatically send to the consumer without a request. The consumer should be able to filter the frequency, topic, etc.
