This specifikation is hard to follow and has many incomplete aspects. For example it seems that the Semantic Annotation section defines some type of annotation process but of what and by whom? Steps to create a Core FHIR ePI seems to cover the entire set of drug information but is too sparse and seems to assume that someone would follow this guide to create a database of drug information. For exchange? for use? Has HL7 pharmacy supported this?

Clarify the intended users and why creating these many types of drug information and clinical uses independently is of value for HL7 users.
