Section 3.6.3.1 mentions “grouped” and “grouping” value sets but there is no description of this anywhere in the IG. For the uninitiated it is not at all understandable what is meant by this or what is trying to be conveyed by the diagram. This section also mentioned value set reuse without any description of what that means.

1. Please provide a description of what this diagram is meant to express, what it means to be a “grouped” Value set and what reuse means in this context?
