    Description

      SHALL support resources for a Producer are also mentioned as SHOULD support and can lead to implementer's confusion.  Can IG provide clarity on resources which needs to be implemented as SHALL and those which can be implemented as SHOULD by Producer systems for Member Attribution List (ATR)?
