Description
For Observation Screening Assessment profile, "a time indicating when the survey was taken" is a must support element, and it corresponds to the effective[x] element in Observation.
"When the survey was taken" sounds more like when the assessment was recorded (the issued element) rather than its effective time. For example, a user could correct a survey answer from last week, but the time the correction was made isn't when the value was applicable to the patient.
Moreover, a lot of the functional status information are stored as of a point in time, so we know when it's recorded, but not necessarily the time of the actual event. For example, we know there were 2 falls, but not when exactly they happened.
Could we have more clarification on what time is being asked for here, and not have effective time as must support?
