      1. Change prescriber to 0..1 MS
      2. Implementer note that following the Medication List guidance:

      When recording “self-prescribed” medication, SHOULD use the requester element to indicate the Patient or RelatedPerson as the prescriber.

      3. add an invariant that when intent = "order" requester must be present.

    Description

      Hi,

      The US Core Profile for MedicationRequest has requester listed as 1..1 and MS. However - some MedicationRequest resources could be patient reported, and therefore lack this information.

      Could the cardinality be set back to 0..1 (while keeping the MS flag)?
