    Description

      outcomeReference is required and restricts to the use of one of the MCC constrained (extended) resources for outcomes. This doesn't allow the ability for simple outcomes where the goal is "Patient needs to read up on COPD" where the outcome would be "Patient has read up on COPD".

      Additionally, it seems that we might have made the outcomes here more complex than systems allow, and there is a challenge with realistically trying to implement the outcomes in the way represented in MCC.
