Occupational Health value set and binding is too optimistic

    Description

      While I get that the Occupational Health folks want coded content at the level of detail represented in Industry NAICS Detail (ODH).  But asking our end users to select from that list is going to be operational challenging.

       

      We should make the binding to that value set be "preferred" until we (ODH stakeholders) can establish reasonable expectations and guidance for operational collection of this data.

       

      I will point out that EHRs do have the option of expressing real-world occupation data using Observations that don't comply with this profile, and only express the "compliant" ODH data via this profile.  But it would be much better if we could express real-world ODH data in the ODH profile.
