Description
This section has multiple locations where is stated:
US Core Profile StructureDefinitions defines the minimum elements, extensions, vocabularies, and value sets that SHALL be present when using the profile
Although I get what is intended with the statement, it is not correct. A profile does not just provide the minimal elements, it also restricts the way the elements that are present are used.
Please update this language to reflect this.
