Remove securityLabel in DocumentReference -- it duplicates the meta.security field

      Summary

      I am asking that we remove the securityLabel field in DocumentReference, as this field duplicates the meta.security field.

       

      Details

      In DocumentReference, there is a securityLabel element. It uses the SecurityLabels value set.

      However, this information duplicates what is in the meta.security field. Each FHIR resource contains a meta field Inside meta is a meta.security field, which is also binded to SecurityLabels valueset.

      Given that every resource already has a meta.security field, I recommend we use this field solely for security tagging. This will be a consistent and universal way of flagging security. 

      We should remove the extraneous securityLabel field in DocumentReference.
