FHIR-40219 Distinguish terminology dependencies in the $package operator
Description
To support the need for distribution of all and only the vocabulary for a specific measure, add an includeArtifact parameter to the $package operation.
If true, this parameter would indicate the current behavior of including the artifact in the resulting bundle.
If false, this parameter would indicate that the artifact should not be included in the resulting bundle.
If missing, this parameter would be interpreted as true.
Would also need to modify the existing artifact packaging profiles to ensure that the artifact entry is optional.
