Variance request for CDex PractitionerRole Profile  
Because the base Task resource limits the Task.owner element to max=1 references, 
[CDex Task Attachment Request Profile |http://build.fhir.org/ig/HL7/davinci-ecdx/StructureDefinition-cdex-task-attachment-request.html needs a contained PractitionerRole to communicate the identifiers for both the provider practitioner and organization  (A Jira ticket https://jira.hl7.org/browse/FHIR-39619 has been lodged for Task to allow for max >1 Task.for element to address this issue in R5.)  
 
This is an example of an appropriate use of contained because the content referred to in the contained resource does not have an independent existence apart from the resource that contains it.  Furthermore, US Core does not require but recommends that contained resources conform to US Core.
