The link to CQL Specification in http://hl7.org/fhir/us/cqfmeasures/2023Jan/measure-conformance.html#conformance-requirement-3-7 (item 2) points to an older ballot version of the CQL spec which has the wrong "dot" MIME type. Update link to use the Normative CQL specification which has the correct "dash" in the MIME type: https://cql.hl7.org/N1/07-physicalrepresentation.html#media-types-and-namespaces

Snippets 3-24, 3-26, and 3.28 should change 

text/cql.identifier

 to 

text/cql-identifier
