      Not Persuasive because a AdverseEvent uses a specific Device.  Even if the identifier is not known, it is still appropriate to reference a Device per FHIR-38674, which includes OO agreement that when referring to a specific instance even without specific instance details, it should be clear that we use a Device, not a DeviceDefinition.

    Description

      FHIR R5 introduces the new component Participant. Actor supports reference to (Practitioner | PractitionerRole | Organization | CareTeam | Patient | Device | RelatedPerson | ResearchSubject)

      We suggest the addition of a Reference to DeviceDefinition. Normally clinicians record the type of device (e.g., infusion pump) and not the instance of the device (e.g., infusion pump with s/n 12345).
