      The Care Plan Resource is likely the most complicated Clinical Resource. 

      CarePlanActivity Detail adds complexity, encourages development of Care Plan Implementation Guides and Implementations, that increase clinician burden and force double documentation.

      As opposed to taking advantage of referencing and retrieving data in an EHR or other health system that can be dynamically brought onto a Care Plan using FHIR APIs as the rest of the Care Plan Resource is designed to do.
