Confusing paragraph given the title

The first sentence "The following CapabilityStatement and TerminologyCapabilities resources assert the mandatory capabilities described in the previous subsections." state that in those resources the mandatory capabilities described in this page will be found. This is not inline with the title of the paragraph. Also the references of the resources point to resources in the FHIR base spec. Does this mean that this page doesnt add mandatory capabilities as stated? It is quite confusing, thus I suggested clarifying the statement and/or the title.
