      Quantity.comparator has a "meaningIfMissing" defined that says that if there is no comparator specified, then there is not modification of the value - i.e. a missing comparator means "=".  We don't want two different ways to convey the same thing and we don't want to make comparator mandatory (which would break things like SimpleQuantity).  As well, this data type is normative, and introducing the proposed change would cause significant implementer grief.

    Description

      The current specification indicates:

       If no comparator is specified, the value is a point value (i.e. '=').

       '=' is not part of the QuantityComparator valueset..

      We suggest to add this value and allow to explicitly indicate the value is equal.
