    Description

      An order leads a to a set of coordinated actions (e.g. all steps required for a  procedure). This can be represented as a CarePlan. But it is not possible to indicate an basedOn relationship to the order.

      What is the best way to express such CarePlan?

      I suggest adding a reference to ServiceRequest in basedOn.
