A GFE bundle may contain both institutional and professional GFEs. It is possible that the submitter might be a professional practitioner and include institutional GFEs. The GFE Submitter has to be the same across all GFEs in a GFE Bundle. As such, the Institutional GFE must allow the GFE Submitter to be a Practitioner.

Change davinci-pct-gfe-Institutional by removing a reference to allow only PCT Organization in the gfeSubmitter extension value.

In the FSH, remove this line:

`* extension[gfeSubmitter].value[x] only Reference(PCTOrganization)`

This will revert back to the default options of both PCT Organization and PCT Practitioner.
