Will create an extension on Claim.provider (the billing provider) called consentForBalanceBilling. Will be a boolean type cardinality 0..1 MS. The definition will mention that this extension only applies to out of network providers. Will note that this currently has no equivalent representation in X12. Will use the definition provided in the law (CAA No Surprises Act).  True = consent received to waive balance billing protections False = no consent, no balance billing per NSA If the extension is absent, no consent is assumed (false).  Will also update rendering example to show how this would appear in the "Remarks" section.  Will add the diagram that Vanessa added to this ticket to the Use Case page.
