Consider GFE Value to Indicate if Member Has Agreed to Balance Billing

      Will create an extension on Claim.provider (the billing provider) called consentForBalanceBilling. Will be a boolean type cardinality 0..1 MS. The definition will mention that this extension only applies to out of network providers. Will note that this currently has no equivalent representation in X12. Will use the definition provided in the law (CAA No Surprises Act). 

      True = consent received to waive balance billing protections
      False = no consent, no balance billing per NSA

      If the extension is absent, no consent is assumed (false). 

      Will also update rendering example to show how this would appear in the "Remarks" section. 

      Will add the diagram that Vanessa added to this ticket to the Use Case page.

    Description

      It is possible that a GFE bundle will contain a GFE from an out of network provider whose services are subject to No Surprises Act protections. In that case, the member and the provider may have already agreed to waive balance billing protections.

      When that case happens, a flag indicating the agreement may provide payers with more information they can use to help the member understand their full potentially liability for services.
