      Agreed, add linkId elements to the group and population elements of the Measure and MeasureReport resources to allow explicit cross resource linking of the values.

      This should be done with guidance that allows for the previous methods to continue to be supported in a backwards compatible way. In order of priority, only on of the following methods should be used a given measure:

      1. linkId, if present, SHALL be used
      2. code, if present, SHALL be used
      3. id, if present, SHALL be used
      4. rely on ordering but issue a WARNING as part of processing that ordering is being assumed in the resulting MeasureReport.

    Description

      The MeasureReport resource must have group elements corresponding to the group elements defined in the Measure being reported. This linking is currently done by either the "code" element (non-unique) or the "id" element (which is methodologically discouraged since it is using the internal "id" element as an external reference).

      Consider adding a linkId element to the Measure and MeasureReport resources to provide a concrete link that does not make use of the internal "id" of the group element.
